“In pursuit of ‘Make in India, Make for the World’, we must transform DPSUs into global giants”
New Delhi: Raksha Mantri Shri Rajnath Singh reviewed the annual performance of 16 Defence Public Sector Undertakings (DPSUs) in New Delhi on September 1, 2026. Raksha Rajya Mantri Shri Sanjay Seth, Secretary (Defence Production) Shri Sanjeev Kumar, and the Chairmen and Managing Directors of the DPSUs were present during the meeting. The Raksha Mantri commended the DPSUs for their significant contribution to strengthening India’s defence manufacturing ecosystem and advancing the vision of Aatmanirbhar Bharat. He noted that India achieved its highest-ever defence production of approximately Rs 1.8 lakh crore in 2025-26, with DPSUs contributing Rs 1.29 lakh crore. He described the achievement as a significant milestone in the country’s journey towards building a self-reliant defence industrial base and urged the DPSUs to transform themselves into globally competitive enterprises in line with the vision of ‘Make in India, Make for India, Make for the World’. He emphasised that the progress of DPSUs is not merely an economic or industrial necessity but a national security imperative.
During the review, the performance, key achievements and future roadmap of the 16 DPSUs were discussed, with particular focus on enhancing indigenous production and manufacturing capabilities, developing advanced defence technologies, increasing defence exports, strengthening supply chains and executing major projects. Shri Rajnath Singh urged the DPSUs to ensure timely delivery of products, reduce import dependence, transform research and development into technology leadership, increase defence exports, enhance productivity through capital expenditure, provide greater support to start-ups and MSMEs and ensure product quality at par with global standards. He stressed that recent global conflicts have demonstrated the importance of assured supply chains, surge capacity, availability of critical spares, rapid repair capabilities and the ability to sustain production during prolonged conflicts.
Welcoming the increased investment by DPSUs in research and development, the Raksha Mantri stated that the success of R&D should not be measured merely by the amount spent, but by the development of new technologies, intellectual property, prototypes and operational products. He called upon the DPSUs to identify niche technology areas where India can emerge not only as a self-reliant nation but also as a global leader. He also stressed the need to continuously improve the quality of defence products to meet global standards. “In pursuit of the ‘Make in India, Make for the World’ objective, we must resolve to transform all DPSUs into global giants,” he said.
During the event, the Chairmen and Managing Directors of seven DPSUs—Hindustan Aeronautics Limited (HAL), Mazagon Dock Shipbuilders Limited (MDL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL), Garden Reach Shipbuilders & Engineers Limited (GRSE), BEML and MIDHANI—presented dividend cheques totalling Rs 3,951 crore to the Raksha Mantri towards the Government’s equity share for FY 2025-26.
On the occasion, Shri Rajnath Singh also released four publications highlighting the efforts towards self-reliance, indigenisation, innovation and the development of future-ready defence capabilities. These included ‘Aatmanirbhar DPSU – A Journey of DPSUs Towards Self-Reliance’, which outlines the indigenisation of items, development of new products and adoption of new processes over the next five years; ‘DISHA’, an initiative aimed at connecting industries with students and providing young minds with hands-on exposure to defence technologies and modern manufacturing processes; ‘Modernisation Roadmap of HAL’, aimed at transforming HAL into a future-ready aerospace enterprise; and ‘Indigenisation Roadmap of HAL’, aimed at achieving greater self-reliance in the aerospace and defence sector. The publications underline the Government’s continued efforts to strengthen India’s indigenous defence capabilities and build a robust, innovative and globally competitive defence industrial ecosystem.
